There is no safe universal answer that every elite soldier is better than every regular soldier in Pax Autocratica. Current community discussion shows demand for the comparison, but conflicting claims about slots, abilities, and value are not reliable facts. Compare the actual units in your public-branch save, for the role and mission you intend to run.
Establish a fair pair
Choose one elite and one regular soldier that can perform a similar battlefield role. Record their visible age, condition, progression, equipment, abilities or slots, and colony job. Remove obvious mismatches before testing: an injured veteran with unsuitable equipment does not prove anything about the whole class.
Keep the current directive and difficulty with the record. Early Access changes to soldier progression, behavior, and combat balance can reverse advice built from a different date.

Copy only the attributes, status, equipment, and available controls the live game exposes.
Role output
Observe whether the soldier holds, focuses, controls, captures, or supports as intended.
State cost
Count acquisition, equipment, upgrades, recovery, and the colony job lost during deployment.
Replacement risk
Ask how a casualty changes both the squad and the settlement workforce.
Compare role performance, not rarity
Run a familiar mission condition with the same difficulty and similar support. Give each soldier the same tactical assignment and watch positioning, target response, survival, and recovery. If the game does not allow a controlled swap, mark the result as an observation rather than a clean comparison.
An elite advantage visible on the panel may be valuable only when the squad uses it. A regular soldier who reliably fills a simple role can be the better deployment when the elite is needed for a different task or is too costly to risk.
Include the colony opportunity cost
Soldiers remain part of the population. Compare what happens to production when each person leaves. A powerful unit assigned to an indispensable colony chain has a hidden deployment cost, while a less specialized citizen may join the squad without stopping food or transport.
Read growth and slots from the current game
Do not state a fixed elite slot count, growth curve, or upgrade limit unless the current unit panel demonstrates it. Directive AG-12 adjusted soldier upgrade progress, and future directives may alter these comparisons again. Record before-and-after values when applying an upgrade.
If an ability description is unclear, test it in a safe repeatable encounter and note the trigger, target, visible result, and cooldown shown by the interface. Do not convert one test into a complete class rule.
Decide by roster shape
Keep enough dependable regular soldiers to cover common roles and absences. Reserve elite capability for objectives where its demonstrated difference matters. This produces a roster that survives losses and patch changes instead of one dependent on a few labels.
Use the colony as the final tiebreaker. When two soldiers complete the tactical job, prefer the deployment that leaves stronger food, hauling, and recovery coverage at home. When only the elite can solve a proven encounter need, replace that citizen’s job and protect the investment with a conservative first formation.
